In an interview with Mr. Mohammad Touaima, Director of the International News Agency for Human Rights in Cairo, regarding the general direction of the framework agreement signed in Washington between Lebanon and Israel, Dr. Haissam Bou-Said, the High Representative for External Affairs of the International Human Rights Council (IHRC), accredited by the United Nations in special consultative status with ECOSOC, and Head of its Mission to Geneva, stated that international and UN bodies cannot ignore any agreement that seeks to establish understanding between governments and create conditions of security and peace that ultimately protect the future of individuals and communities.
Dr. Bou-Said explained that international institutions generally focus on the broader frameworks of peace, security, and human rights, while avoiding deep involvement in internal domestic matters due to their complex local dimensions and political sensitivities.
He stressed that every agreement contains positive elements as well as points that may raise concerns or require further clarification. However, approaching these issues with openness and a genuine will to resolve outstanding and ambiguous matters could prevent further escalation and help achieve the intended objectives of stability and peace.
Dr. Bou-Said noted that in every negotiation process, each side relies on its available cards of influence, whether political, field-related, or diplomatic, in order to reach the best possible outcome. He considered that Lebanon has used its available strengths during this process, emphasizing that all internal Lebanese parties must contribute to removing obstacles and transforming potential weaknesses into future strengths through unity and collective responsibility.
He concluded by emphasizing that the priority must remain the protection of civilians, strengthening stability, and ensuring that any agreement serves the principles of international peace and human rights.

في حديث مع مدير وكالة الأنباء الدولية لحقوق الإنسان في القاهرة الأستاذ محمد طعيمة حول التوجه العام لاتفاق الإطار الذي تم توقيعه في واشنطن بين لبنان وإسرائيل، رأى الممثل الأعلى للشؤون الخارجية للمجلس الدولي لحقوق الإنسان IHRC المعتمد لدى الأمم المتحدة بصفة خاصة إيكوسوك ورئيس بعثته إلى جنيف الدكتور هيثم بو سعيد أن اللجان الدولية والأممية لا يمكنها إلا أن تنظر بإيجابية إلى أي اتفاق يؤدي إلى تفاهم بين الحكومات ويساهم في إرساء الأمن والسلام، بما ينعكس على حماية مستقبل الإنسان واستقراره.
وأوضح د. بو سعيد أن المؤسسات الدولية عادةً ما تركز على الأطر العامة المرتبطة بالسلام والأمن وحقوق الإنسان، من دون الدخول بشكل واسع في التفاصيل المحلية الداخلية التي تحمل تعقيدات وتداخلات خاصة بكل دولة.
وأضاف أن أي اتفاق يحمل بطبيعته نقاطاً إيجابية وأخرى قد تكون محل نقاش أو تحفظ لدى بعض الأطراف، إلا أن مقاربة هذه النقاط بروح منفتحة وبهدف معالجة المسائل العالقة والغامضة يمكن أن تفتح الطريق أمام تثبيت الاستقرار، بينما تؤدي المقاربات السلبية أو المتشددة إلى زيادة التعقيدات وتأخير الوصول إلى الأهداف المرجوة.
وأشار إلى أن كل طرف يدخل في أي اتفاق وهو يحمل مجموعة من أوراق القوة والضغط، سواء كانت سياسية أو ميدانية أو تفاوضية، بهدف تحقيق أفضل النتائج الممكنة. واعتبر أن لبنان استخدم مختلف أوراقه المتاحة خلال هذا المسار، مؤكداً أهمية أن تعمل جميع الأطراف اللبنانية الداخلية على دعم مسار الاتفاق ومعالجة أي نقاط ضعف محتملة وتحويلها إلى عناصر قوة مستقبلية من خلال توحيد الجهود وتعزيز المصلحة الوطنية.
وأكد د. بو سعيد أن الهدف الأساسي يجب أن يبقى تحقيق الأمن والاستقرار وحماية المدنيين، بما ينسجم مع المبادئ الدولية لحقوق الإنسان.
