The Baghdad Representation Office of the International Human Rights Council (IHRC), under the leadership of its High Representative for Foreign Affairs, Dr. Haitham Bou-Said, and through First Adviser to the Ambassador, Dr. Haider Al-Shara, is pursuing efforts to internationalize the Camp Speicher massacre file and strengthen its recognition within international mechanisms for documenting and addressing grave international crimes.
The initiative seeks to ensure that the Camp Speicher massacre is firmly preserved within international legal and historical documentation, while highlighting the scale and nature of the crimes committed against the victims and safeguarding the rights of their families to truth, justice and accountability.
The effort also aims to advance consideration of the Camp Speicher case within relevant international records concerning genocide and other international crimes, based on established evidence and previous international investigations, while encouraging continued engagement with competent international institutions.
The initiative gains particular significance in light of the findings of the United Nations Investigative Team to Promote Accountability for Crimes Committed by Da’esh/ISIL (UNITAD). In its 2024 legal assessment, UNITAD concluded that there were reasonable grounds to believe that the killing of approximately 1,700 Iraqi soldiers, trainees and volunteers at the Presidential Palace Complex in Tikrit between 12 and 14 June 2014 was carried out with genocidal intent as part of ISIL’s policy against Shia Muslims in Iraq, and that reasonable grounds also existed to believe that crimes against humanity and war crimes had been committed.
Accordingly, the Baghdad Representation considers it important to move the Camp Speicher file beyond the framework of national remembrance and documentation toward a broader international accountability and preservation process, based on the collection and consolidation of documentary evidence, survivor and family testimonies, forensic material and other relevant records in accordance with international legal standards.
The initiative further seeks to reinforce the principle of accountability for international crimes and the fight against impunity, while preserving the historical record and supporting the right of victims and their families to truth, justice and effective remedy.
The Baghdad Representation emphasizes that internationalizing the Camp Speicher file is intended to strengthen the legal and historical recognition of the victims and the crimes committed against them, and to ensure that the case remains part of the international record concerning the atrocities committed by Da’esh/ISIL.
This effort builds upon the work previously undertaken by the United Nations. In June 2024, UNITAD transferred its legal assessment and relevant evidentiary materials concerning the Camp Speicher massacre to the Iraqi judiciary, reaffirming the case as one of the team’s principal investigative priorities in Iraq.
