وكالة الأنباء الدولية لحقوق الإنسان تعلن تجميد بروتوكول التعاون مع شبكة طرابلس للتنمية المحلية
International Human Rights News Agency Announces the Suspension of the Cooperation Protocol with Tripoli Network for Local Development
أعلن مدير ورئيس تحرير وكالة الأنباء الدولية لحقوق الإنسان،
الدكتور هيثم بو سعيد، عن تجميد البروتوكول الموقع مع شبكة طرابلس للتنمية المحلية، والذي جرى توقيعه في شهر أيلول/سبتمبر 2025.
وأوضح الدكتور بو سعيد أن قرار التجميد جاء نتيجة عدم التزام الشبكة بتنفيذ التعهدات والبرامج المتفق عليها ضمن نص البروتوكول، الأمر الذي يخلّ بالأسس المهنية والقانونية التي بُني عليها هذا التعاون.
وأكد أن البروتوكول، وبناءً على ذلك، يُعدّ مجمّدًا بكامل مفاعيله، ولا يحق لأي طرف استخدام الاتفاق أو الاستناد إلى مفاعيله أو ترتيباته، سواء إعلاميًا أو مؤسسيًا، إلى حين البتّ في وضعية جديدة لهذا الاتفاق وفق الأصول المعتمدة.
وشدد الدكتور بو سعيد على أن وكالة الأنباء الدولية لحقوق الإنسان تلتزم في جميع شراكاتها بمبادئ الشفافية، والمساءلة، واحترام التعهدات المتبادلة، معتبرًا أن أي تعاون لا يستوفي هذه المعايير لا يمكن الاستمرار به.

Dr. Haitham Bou Said, announced the suspension of the cooperation protocol signed with the Tripoli Network for Local Development, which was concluded in September 2025.
Dr. Bou Said stated that the decision to suspend the protocol was taken due to the failure of the Network to fulfill the commitments and programs agreed upon under the terms of the protocol, which constitutes a breach of the professional and institutional foundations upon which the cooperation was established.
Accordingly, Dr. Bou Said emphasized that the protocol is considered fully suspended, and that no party is entitled to use, invoke, or rely on the agreement or any of its implications or arrangements, whether for institutional, media, or public purposes, until a new determination regarding the status of the agreement is reached in accordance with established procedures.
He further reaffirmed that the International Human Rights News Agency remains committed, in all its partnerships, to the principles of transparency, accountability, and respect for mutual obligations, stressing that any cooperation failing to meet these standards cannot be sustained.
