During a meeting with the Director of the International News Agency in Egypt, Mr. Mohamed Tuaima, Haitham Bou Said, High Representative for External Affairs of the International Human Rights Council, accredited with special consultative status at the United Nations Economic and Social Council (ECOSOC), and Head of its Mission to Geneva, addressed recent developments related to protest movements and their broader implications.
Dr. Bou Said stated that individuals who participate in demonstrations while raising extremist slogans or flags risk exposing innocent civilians—who neither subscribe to nor support such ideologies—to serious consequences. He stressed that expressions promoting exclusionary or violent doctrines undermine civil peace and negatively affect the image and security of broader communities.
He emphasized that freedom of expression is a fundamental right; however, the misuse of this right to promote hate speech, incitement, or extremist narratives can generate social tensions within host societies and lead to heightened public and political backlash.
Responding to a question regarding the possible direction of events, Dr. Bou Said noted that a lack of awareness among segments of demonstrators appears evident in certain contexts. He warned that confrontational rhetoric directed at state authorities may escalate tensions and produce unintended consequences, particularly in Western societies where public sensitivity toward extremism has significantly increased.
He concluded by underscoring the importance of respecting national laws, upholding civic values, and adopting moderate and inclusive discourse that reflects pluralism and coexistence. Such an approach, he affirmed, remains essential to safeguarding communities, protecting their legal status, and preventing measures that could jeopardize their stability or residency.
صرّح هيثم بو سعيد، الممثل الأعلى للشؤون الخارجية في المجلس الدولي لحقوق الإنسان المعتمد بصفة خاصة لدى المجلس الاقتصادي والاجتماعي للأمم المتحدة (إيكوسوك) ورئيس بعثته إلى جنيف، خلال لقاء مع مدير وكالة الأنباء الدولية في مصر محمد طعيمة، أن بعض الممارسات التي تشهدها التظاهرات، ولا سيما رفع شعارات أو رايات ذات طابع متطرف، من شأنها أن تعرّض المدنيين غير المنتمين إلى هذه التوجهات الفكرية لمخاطر جدية، وتسيء إلى السلم الأهلي وصورة الجاليات في الخارج.
وأشار إلى أن التعبير عن الرأي حق مكفول، غير أن استغلال هذا الحق لطرح أفكار إقصائية أو التحريض على الكراهية والعنف ينعكس سلباً على المجتمعات المضيفة، ويؤدي إلى توترات مجتمعية غير مبررة.
وأضاف، رداً على سؤال حول اتجاهات الأمور، أن هناك فجوة واضحة في الوعي لدى شريحة من المشاركين في بعض التحركات، بحيث تبدو الرسائل الموجهة للسلطات ذات طابع تصادمي، وهو أمر يحمل تداعيات خطيرة، خصوصاً في ظل تزايد حساسية الرأي العام في بعض الدول الغربية تجاه أي مظاهر تطرف أو شعارات ذات بعد تكفيري.
وختم بالتأكيد على أن احترام قوانين الدول، والالتزام بالقيم المدنية، واعتماد خطاب معتدل يحترم التعددية والتنوع، يشكل المدخل الأساس لحماية الجاليات والحفاظ على حقوقها ووجودها القانوني، بعيداً عن أي قرارات أو إجراءات قد تمس باستقرارها.
