وقّع نائب المدير التنفيذي لفرع الوكالة في اميركا عن د. هيثم بو سعيد، (الممثل الأعلى للشؤون الخارجية للمجلس الدولي لحقوق الإنسان IHRC المعتمد من الأمم المتحدة بصفة خاصة إيكوسوك ورئيس بعثتها إلى جنيف)، وثيقة تفاهم مع مؤسسة أميركية خاصة تُعنى بمعادلة الشهادات التعليمية بإدارة د. باىنهارت، وذلك في إطار تطوير البرنامج التعليمي والأكاديمي الخاص بالمجلس للمنتسبين إلى الدورات والبرامج المرتبطة بحقوق الإنسان والقانون الدولي والعمل الإنساني.
ويأتي هذا التفاهم ضمن خطة استراتيجية يعمل عليها المجلس الدولي لحقوق الإنسان IHRC لتوسيع الاعتراف الأكاديمي والمهني بالبرامج التدريبية والتعليمية التي ينظمها، بما يسمح للمشاركين بالحصول على فرص أوسع للاستفادة من خبراتهم العلمية والميدانية، سواء على مستوى المؤسسات الدولية أو ضمن سوق العمل العالمي، ولا سيما في الولايات المتحدة الأميركية.
وأشار د. بو سعيد إلى أن الاتفاق مع د. بارنهارت يشكل خطوة متقدمة في مسار بناء منظومة تعليمية حقوقية ذات بعد دولي، تقوم على ربط المعرفة الأكاديمية بالتطبيق العملي، وتمنح المشاركين إمكانية تطوير مساراتهم المهنية وفق معايير تعليمية معترف بها دولياً. وأضاف أن المجلس يسعى منذ سنوات إلى تحويل البرامج الحقوقية من مجرد دورات نظرية إلى منصات متكاملة للتأهيل المهني والإنساني، قادرة على إعداد كوادر تمتلك الكفاءة القانونية والحقوقية والإدارية للعمل في المؤسسات الدولية ومنظمات المجتمع المدني ومراكز الدراسات والهيئات المعنية بحقوق الإنسان.
وأوضح أن أهمية هذه الوثيقة لا تقتصر على الجانب الأكاديمي فحسب، بل تمتد إلى الجانب العملي المرتبط بفتح مجالات جديدة أمام الشباب والباحثين والناشطين، وخاصة أولئك الذين انخرطوا في برامج المجلس المتعلقة بالقانون الدولي الإنساني، وآليات الأمم المتحدة، والتوثيق الحقوقي، وحماية المدنيين، وحقوق الطفل والمرأة، إضافة إلى برامج القيادة الدبلوماسية والوساطة الدولية.
وأكد د. بو سعيد أن المرحلة المقبلة ستشهد تطويراً إضافياً للمناهج التعليمية المعتمدة داخل المجلس، بالتعاون مع خبراء وأكاديميين دوليين، بهدف مواءمتها مع متطلبات المؤسسات التعليمية والمهنية في أوروبا وأميركا، مع العمل على اعتماد آليات تقييم حديثة تضمن الجودة والكفاءة العلمية للمشاركين.
كما شدد على أن المجلس الدولي لحقوق الإنسان IHRC ينظر إلى التعليم الحقوقي بوصفه أحد أهم أدوات بناء المجتمعات وتعزيز ثقافة العدالة والسلام، معتبراً أن الاستثمار في الكفاءات الشابة هو الطريق الحقيقي لصناعة قيادات مستقبلية قادرة على الدفاع عن حقوق الإنسان بلغة القانون والمعرفة والحوار.
وأضاف أن هذه الخطوة تندرج أيضاً ضمن رؤية المجلس الرامية إلى تعزيز التعاون بين المؤسسات الحقوقية والهيئات الأكاديمية الدولية، بما يخلق شبكة تواصل عالمية تسمح بتبادل الخبرات وإطلاق برامج مشتركة ومنح تدريبية وفرص بحث علمي متخصصة في القضايا الإنسانية والحقوقية المعاصرة.
وختم الدكتور بو سعيد بالتأكيد على أن المجلس سيواصل العمل على توسيع شراكاته الدولية التعليمية والمهنية، إيماناً منه بأن بناء الإنسان الواعي بحقوقه وواجباته يشكل الركيزة الأساسية لأي مشروع حضاري وإنساني مستدام.
The Deputy Executive director of the INHR agency’s branch in America signed on behalf of Haissam Bou Said, Senior Representative for External Affairs of the International Human Rights Council (IHRC), accredited by the United Nations ECOSOC with special consultative status and Head of its Mission in Geneva, signed today a Memorandum of Understanding with a private American institution specialized in educational credential evaluation.
The agreement comes within the framework of strengthening the IHRC educational and academic programs dedicated to participants enrolled in various human rights, international law, and humanitarian affairs programs organized by the Council.
Dr. Bou Said stated that the understanding reached with Dr. Barnhart represents an important strategic step toward enhancing the international academic recognition of IHRC educational programs and creating broader professional opportunities for participants, particularly within the United States labor market.
He explained that the agreement aims to bridge academic education with practical human rights training by providing participants with pathways that may support their professional development in international institutions, civil society organizations, research centers, and human rights bodies operating on a global level.
Dr. Bou Said emphasized that the Council has long sought to transform human rights education from purely theoretical courses into integrated professional and humanitarian qualification platforms capable of preparing highly competent individuals in the fields of international law, diplomacy, humanitarian action, and rights advocacy.
He further noted that the significance of the agreement extends beyond academic recognition, as it also opens new horizons for young professionals, researchers, and activists who have participated in IHRC programs related to international humanitarian law, United Nations mechanisms, human rights documentation, civilian protection, women’s and children’s rights, as well as diplomatic leadership and international mediation.
According to Dr. Bou Said, the upcoming phase will witness further development of the Council’s educational curricula in cooperation with international academics and experts to ensure compatibility with international educational and professional standards in both Europe and the United States.
He stressed that IHRC considers human rights education one of the essential pillars for building societies based on justice, peace, and dialogue, adding that investing in young talents remains the cornerstone for preparing future leaders capable of defending human rights through knowledge, legal expertise, and constructive engagement.
Dr. Bou Said also highlighted that the initiative forms part of the Council’s broader vision to strengthen cooperation between human rights institutions and international academic bodies, paving the way for future joint programs, specialized research initiatives, academic exchanges, and professional training opportunities in the field of contemporary humanitarian and human rights issues.
He concluded by reaffirming the Council’s commitment to expanding its international educational and professional partnerships in order to empower individuals through knowledge and create sustainable human-centered development founded upon the principles of human dignity and universal human rights.
