‎The Office of the High Representative for External Affairs of the International Human Rights Council (IHRC), accredited with Special Consultative Status with the United Nations Economic and Social Council (ECOSOC), stated that during the High Representative’s exceptional 48-hour visit to Geneva, a special administrative meeting of the Council was convened.

‎During the meeting, the Council approved a number of administrative and organizational decisions and recommendations aimed at strengthening its institutional framework and enhancing the implementation of its upcoming programs and activities.

‎The Council approved the following:

All sixty-nine (69) branches, represented through twenty-two (22) members of the Board of Directors, are requested to submit their 2026 Action Program in writing within ten (10) days from the date of this circular.

‎All Heads of Units, totaling twelve (12), are requested to prepare a coordination plan with the branch operating within the same country to ensure the integration and harmonization of activities and objectives.

‎Any member who is not listed within the official branch or unit structures and who has not demonstrated effective participation in committees or activities shall have his or her membership suspended and membership card temporarily withdrawn until active engagement is resumed and eligibility is re-established.

‎Newly admitted members shall not be issued membership cards until three (3) months have elapsed, during which their integration and participation within the branch or unit shall be assessed and confirmed.

‎New applicants may be requested to participate in specific activities within a branch or unit before their membership application is formally approved.

‎Each branch shall organize a minimum of two to three (2–3) conferences annually, in addition to at least six (6) activities, seminars, or workshops conducted through Zoom or similar online platforms.

‎Each unit shall organize a minimum of one to two (1–2) conferences annually, in addition to at least three (3) activities, seminars, or workshops conducted through Zoom or similar online platforms.

‎All branches and units are requested to comply fully with the provisions of this circular, which shall enter into force upon issuance, in order to strengthen institutional performance and advance the Council’s human rights and humanitarian objectives.

‎”The Office emphasized that these decisions form part of the Council’s strategic plan for 2026 and are intended to reinforce coordination among its regional offices and specialized committees in support of its human rights and humanitarian objectives at all levels.’

أشار مكتب الممثل الأعلى للشؤون الخارجية للمجلس الدولي لحقوق الإنسان (IHRC) المعتمد لدى الأمم المتحدة بصفة استشارية خاصة لدى المجلس الاقتصادي والاجتماعي (ECOSOC)، أنه خلال الزيارة الاستثنائية التي قام بها الممثل الأعلى إلى جنيف لمدة ثمانٍ وأربعين (48) ساعة، عُقد اجتماع إداري خاص للمجلس تم خلاله إقرار جملة من القرارات والتوصيات التنظيمية والإدارية، وذلك في إطار تعزيز عمل المجلس وتطوير برامجه للمرحلة المقبلة.

‎وقد أقرّ المجلس ما يلي:

‎تُدعى جميع الفروع البالغ عددها (69) فرعاً، والتي تشكل من خلالها (22) عضواً في مجلس الإدارة، إلى تقديم برنامج عملها لعام 2026 خطياً خلال مدة أقصاها عشرة (10) أيام من تاريخ صدور هذا التعميم.

‎يُدعى رؤساء الوحدات كافة، وعددها (12) وحدة، إلى إعداد خطة تنسيقية واضحة مع فرع البلد الذي تتواجد فيه الوحدة، بما يضمن تكامل العمل وتوحيد الأهداف والبرامج.

‎كل عضو غير مدرج ضمن لوائح الفروع أو الوحدات، ولم يقم بأي نشاط فعلي ضمن اللجان أو الهيئات التابعة للمجلس، سيتم تجميد عضويته وسحب بطاقته مؤقتاً إلى حين إعادة تفعيله لنشاطه وإثبات استحقاقه للاستمرار في العضوية.

‎لن تُمنح بطاقات العضوية للأعضاء الجدد إلا بعد مرور ثلاثة (3) أشهر على انضمامهم، وبعد التأكد من اندماجهم الفعلي في أعمال الفرع أو الوحدة ومشاركتهم في الأنشطة المكلفين بها.

‎يجوز تكليف الأعضاء الجدد بتنفيذ أو المشاركة في أنشطة محددة ضمن الفرع أو الوحدة قبل البت النهائي بطلبات انتسابهم.

‎يلتزم كل فرع بتنظيم ما بين مؤتمرين إلى ثلاثة (2-3) مؤتمرات سنوياً كحد أدنى، بالإضافة إلى ستة (6) أنشطة أو ندوات عبر تقنية “زوم” أو أي منصة مماثلة.

‎تلتزم كل وحدة بتنظيم ما بين مؤتمر واحد إلى مؤتمرين (1-2) سنوياً كحد أدنى، بالإضافة إلى ثلاثة (3) أنشطة أو ندوات عبر تقنية “زوم” أو أي منصة مماثلة.

ويُطلب من جميع الفروع والوحدات الالتزام الكامل بما ورد أعلاه، واعتبار هذا التعميم نافذاً من تاريخ صدوره، لما فيه مصلحة العمل المؤسسي وتعزيز فعالية الأداء وتحقيق الأهداف الحقوقية والإنسانية للمجلس.

‎Le Bureau du Haut Représentant aux Affaires extérieures du Conseil international des droits de l’homme (IHRC), accrédité auprès du Conseil économique et social des Nations Unies (ECOSOC) avec un statut consultatif spécial, a indiqué que lors de la visite exceptionnelle de 48 heures du Haut Représentant à Genève, une réunion administrative spéciale du Conseil s’est tenue.

‎Au cours de cette réunion, le Conseil a adopté un ensemble de décisions et de recommandations administratives et organisationnelles visant à renforcer sa structure institutionnelle et à améliorer la mise en œuvre de ses programmes et activités futurs.

‎Le Conseil a approuvé ce qui suit :

‎Les soixante-neuf (69) branches, représentées par vingt-deux (22) membres du Conseil d’administration, sont invitées à soumettre leur programme d’action pour l’année 2026 par écrit dans un délai de dix (10) jours à compter de la date de publication de cette circulaire.

‎Tous les responsables des douze (12) unités sont invités à élaborer un plan de coordination avec la branche présente dans le même pays afin d’assurer l’intégration et l’harmonisation des activités et des objectifs.

‎Tout membre ne figurant pas dans les listes officielles des branches ou des unités et n’ayant participé à aucune activité effective au sein des commissions ou structures du Conseil verra son adhésion suspendue et sa carte de membre retirée temporairement jusqu’à la reprise effective de ses activités et la justification de son engagement.

‎Les nouveaux membres ne recevront leur carte d’adhésion qu’après une période de trois (3) mois, sous réserve de la confirmation de leur intégration et de leur participation active aux activités de la branche ou de l’unité concernée.

‎Les nouveaux candidats pourront être invités à participer à certaines activités de la branche ou de l’unité avant l’approbation définitive de leur demande d’adhésion.

‎Chaque branche devra organiser au minimum deux à trois (2–3) conférences par an, ainsi qu’au moins six (6) activités, séminaires ou ateliers en ligne via Zoom ou toute autre plateforme similaire.

‎Le Bureau a souligné que ces décisions s’inscrivent dans le cadre du plan stratégique du Conseil pour l’année 2026 et visent à renforcer la coordination entre les bureaux régionaux et les comités spécialisés afin de soutenir les objectifs du Conseil en matière de droits humains et d’action humanitaire à tous les niveaux.
