حذّر الممثل الأعلى للشؤون الخارجية للمجلس الدولي لحقوق الإنسان IHRC، ورئيس بعثته إلى جنيف، الدكتور هيثم بو سعيد، من خطورة الانقلابات السياسية والعسكرية التي تشهدها بعض الدول، معتبرًا أن استغلال الأزمات والجهل السياسي والاجتماعي يشكل مدخلًا لفرض مشاريع لا تحظى بالقبول الشعبي عبر أدوات عسكرية وأمنية بدلًا من المسارات الديمقراطية.
وقال الدكتور بو سعيد إن اللجوء إلى القوة بدل صناديق الاقتراع والمؤسسات الدستورية يعكس في كثير من الحالات إدراك الجهات المنفذة أن مشاريعها لا تمتلك الشرعية الشعبية الكافية، مؤكدًا أن السيادة لا تُبنى على الانقلاب، ولا تُصان بالقوة، وإنما بإرادة الشعب وسيادة القانون والمؤسسات.
وأضاف في تصريح لـوكالة الأنباء الدولية لحقوق الإنسان (INHR) أن التطورات المتلاحقة في المنطقة، بما فيها ما يجري في سوريا وغزة وغيرها، تؤكد أن الديمقراطية والحريات العامة تواجهان اختبارًا خطيرًا، وأن استمرار إقصاء الحلول السياسية يفتح الباب أمام العنف والفوضى وإعادة إنتاج الصراعات.
وفي ما يتعلق بالصراع حول الرموز والأعلام، اعتبر بو سعيد أن تحويل رموز ارتبطت تاريخيًا بالاحتلال أو الصراعات إلى أدوات للتعبئة السياسية لا يمكن أن يكون معيارًا حقيقيًا للسيادة والاستقلال، مشددًا على أن الاستقلال الحقيقي هو امتلاك الشعب قراره الوطني، لا مجرد امتلاك رمز أو علم.
وختم الدكتور بو سعيد محذرًا من أن إفراغ مفاهيم الحرية والديمقراطية والسيادة من مضمونها قد يؤدي إلى إعادة إنتاج التبعية بأشكال جديدة، مؤكدًا أن حماية حقوق الإنسان والحريات وسيادة القانون ليست ترفًا سياسيًا، بل خط الدفاع الأول عن استقلال الدول وكرامة الشعوب.

Dr. Haissam Bou-Said, High Representative for Foreign Affairs of the International Human Rights Council (IHRC) and Head of its Mission to Geneva, warned against the growing dangers posed by political and military coups in a number of countries, particularly where social and political instability is exploited to impose agendas that lack genuine popular legitimacy through military and security mechanisms rather than democratic institutions.
Dr. Bou-Said stressed that resorting to force instead of constitutional institutions and the ballot box often demonstrates that those behind such actions are aware that their political projects cannot obtain sufficient public legitimacy through democratic means.
“Sovereignty cannot be established through coups, nor protected through force. True sovereignty is built upon the will of the people, the rule of law, and strong national institutions,” Dr. Bou-Said stated.
In a statement to the International News Agency for Human Rights (INHR), he noted that the continuing developments across the region, including the situations in Syria, Gaza and other areas affected by conflict, demonstrate that democracy, fundamental freedoms and human rights are facing a serious and growing challenge.
Dr. Bou-Said further warned against reducing national sovereignty and independence to disputes over symbols, flags or historical political narratives. He emphasized that genuine independence is measured by a people’s ability to freely determine its national future and political institutions, rather than merely by the possession of a particular symbol or flag.
He concluded by warning that emptying the concepts of democracy, freedom and sovereignty of their substantive meaning could lead to the reproduction of dependency under new forms and terminology.
“Human rights, democracy, freedom and the rule of law are not political luxuries. They constitute the first line of defence for the independence of states and the dignity of peoples.”
