Report/Meeting notes on by Arrey Collins Ojong on The 30th Conference of States Parties Conference on The prevention of Chemical Weapons at The Hague , 24-28 November 2025.


Bearing in mind Rule 33 of the OPCW Rules of Procedure, as amended by the Third Special Session of the Conference of the States Parties to Review the Operation of the Chemical Weapons Convention in Rc-3/Dec 2 (dated 8 April 2013), International Human Council representatives/delegation alongside some other organisations were approved to attend the plenary sessions of the conference, in accordance with such rules and guidelines approved by the conference, as well as the Guidelines for further attendance and participation.
A provisional agenda was prepared by the Technical Secretariat (the Secretariat) to guide and assist member states in their substantive preparation for the Thirtieth Session of the Conference of States Parties.
Scale of Assessment.
The scale of assessment of annual contributions to OPCW programme and budget for 2026 was adopted and States parties were called upon to pay their assessed annual contributions for 2026 in full and on time, in accordance with Regulation 5.4 of the Financial Regulations and Rules of the OPCW.
A report was presented by the OPCW on the implementation of the Convention on the Prohibition, development, production, stockpiling and use of chemical weapons, and their destruction in 2024.
Summarily this report addressed efforts on international cooperation and assistance, policy making organs, external relations, executive management and administration and science and technology.
In conclusion, the report indicated that by 2024, the number of States Parties remained at 193 within the framework of the Action Plan for the universality of the Chemical Weapons Convention. The Secretariat continued to reach out to the remaining non party states during the course of the year.
Appointment
In accordance with paragraph 21(d) and paragraph 43 of Article VIII of the Chemical Weapons Convention, and Rule 82 of the Rules of procedure of the Conference of states Parties, Ms Sabrina Dallafior was appointed the new Director-General of the Technical Secretariat of the Organisation for the Prohibition of Chemical Weapons, for a term of office beginning on 25 July 2026 to 24 July 2030.
Adoption of the Committee on Environmental Policy
The Committee on Environmental Policy was adopted on 28 November 2025 to advancing environmental governance and performance and promoting sustainable infrastructure, stimulating sustainable tourism, furthering regional initiatives and partnerships towards a better environment through environmental monitoring, assessment, reporting and environmental reviews. \

Review of Syria’s Suspension
he OPCW Conference of States Parties, convened in The Hague, authorized the Executive Council to review the suspension of Syria’s rights and privileges. The move was based on a draft resolution submitted by Syria in cooperation with Qatar’s delegation and sponsored by 45 countries. The resolution was adopted by consensus without the need for a vote.
Syria’s Permanent Representative to the OPCW, Dr Mohammad Katoub, stressed, on November 26, during the 30th Conference of States Parties in The Hague that Syria is committed to strengthening mutual cooperation with the organization as part of efforts to restore its rights. He noted that Syria today no longer poses the same threat it did during the Assad era, and is different from the country that was stripped of its privileges in 2021. Its current focus, he said, is on the interests of victims and survivors and on eliminating any remaining chemical weapons.
Katoub expressed Syria’s desire to make progress within the OPCW by initiating discussions on restoring its rights and privileges through a vote of the Conference of States Parties, rather than waiting another year for the next session. He thanked all countries that sponsored the draft resolution and those supporting the process of chemical weapons destruction and facilitating Syria’s efforts in that regard.

End of Conference
The Conference ended on Friday 28 November 2025 with the adoption of all resolutions from statements and debates of States parties and other participants.
