Dr. Bou-Said shadowed of Quiet Implementation of Administrative Linkage Plan Between Syrian Provinces

أشار الممثل الأعلى للشؤون الخارجية للمجلس الدولي لحقوق الإنسان IHRC المعتمد من الأمم المتحدة بصفة خاصة إيكوسوك ورئيس بعثتها إلى جنيف الدكتور هيثم بو سعيد أن معلومات وصلت إلى مكتبه حول بدء تنفيذ مخطط الصلة بين المحافظات السورية، وذلك بعلم الإدارة المؤقتة في دمشق.
وجاء كلام الدكتور بو سعيد خلال مداخلة مع مدير مكتب القاهرة لوكالة الأنباء الدولية لحقوق الإنسان محمد طعيمة، حيث أوضح أن القرار الأممي 2254، وخصوصًا ما يتعلق بتفصيلات الإدارة الذاتية، بدأ يأخذ مساره التنفيذي بحسب البنود الواردة فيه.
وأضاف أن المفارقة تكمن في أن التطبيق الإداري لهذا المسار يتم “على نار هادئة”، بعيدًا عن أي تواصل فعلي بين المجتمعات المحلية، الأمر الذي قد يفتح الباب أمام مزيد من التعقيدات السياسية والاجتماعية في المرحلة المقبلة.
وأشار الدكتور بو سعيد إلى أن أي خطوات تتعلق بإعادة هيكلة الواقع الإداري أو السياسي في سوريا يجب أن تتم ضمن إطار حوار وطني شامل يضمن وحدة الأراضي السورية ويحفظ حقوق جميع المكونات، بعيدًا عن أي مشاريع قد تؤدي إلى مزيد من الانقسام أو التوتر الداخلي.
Dr. Haissam Bou-Said, High Representative for External Affairs of the International Human Rights Council (IHRC), accredited by the United Nations ECOSOC with special consultative status, and Head of its Mission to Geneva, stated that information had reached his office regarding the beginning of the implementation of a linkage plan between Syrian provinces, allegedly with the knowledge of the interim administration in Damascus.
Dr. Bou-Said made these remarks during an intervention with Mohamed Tuaima, Director of the Cairo Office of the International News Agency for Human Rights. He explained that UN Security Council Resolution 2254, particularly the provisions related to forms of self-administration, has reportedly begun moving toward implementation according to certain clauses contained within the resolution.
He added that the paradox lies in the fact that the administrative application of this process is being carried out “quietly and gradually,” away from any real communication or engagement between local communities, which could lead to further political and social complications in the coming period.
Dr. Bou-Said stressed that any steps related to restructuring Syria’s administrative or political reality should take place within the framework of a comprehensive national dialogue that preserves Syria’s territorial unity and guarantees the rights of all components of society, away from any projects that may deepen divisions or internal tensions.
