The US-Iranian Understanding: Between Controlling the Nuclear File and Regional Security Calculations

أفادت مصادر ومتابعات سياسية بأن ما يتم تداوله حول التفاهم بين الولايات المتحدة الأميركية والجمهورية الإسلامية الإيرانية لا يزال ضمن إطار تفاوضي ومسودة بنود قيد البحث، ولم يصل حتى الآن إلى إعلان اتفاق شامل ونهائي معلن بكل تفاصيله.
وبحسب المعطيات المتداولة، يتركّز التفاهم على عدد من الملفات الأساسية، أبرزها الملف النووي، حيث يتم بحث آليات تضمن عدم انتقال البرنامج النووي الإيراني نحو إنتاج سلاح نووي، إضافة إلى مناقشة قيود مرتبطة بمستويات تخصيب اليورانيوم وحجم المخزون، مع بقاء بعض التفاصيل التقنية مرتبطة بمراحل تفاوضية لاحقة.
وفي الجانب الاقتصادي، يدور البحث حول إمكانية تخفيف أو تعليق جزء من العقوبات، ولا سيما المتعلقة بقطاع الطاقة والنفط، إضافة إلى معالجة ملف الأموال الإيرانية المجمدة وفق ترتيبات يتم التوافق عليها بين الأطراف.
أما على المستوى الإقليمي، فيرتبط أي تفاهم محتمل بمحاولات خفض التصعيد وتهدئة التوترات، بما في ذلك ضمان استقرار الملاحة في مضيق هرمز، مع استمرار وجود نقاط خلاف حول دور إيران الإقليمي وطبيعة التزاماتها المستقبلية.
وفي ما يتعلق بالموقف الإسرائيلي، فإن قراءة تداعيات أي اتفاق تختلف بحسب المصالح والحسابات الأمنية. فمن جهة، قد ترى إسرائيل أن أي اتفاق يحد من قدرات إيران النووية ويمنع الوصول إلى خيار السلاح النووي يشكل مكسباً أمنياً مهماً. كما أن خفض احتمالات اندلاع مواجهة واسعة في المنطقة قد ينسجم مع بعض الاعتبارات الأمنية الإسرائيلية.
في المقابل، قد تبدي إسرائيل تحفظات إذا أدى الاتفاق إلى رفع الضغوط الاقتصادية عن إيران من دون معالجة ملفات أخرى تعتبرها أساسية، مثل القدرات الصاروخية أو النفوذ الإقليمي والشبكات الحليفة لطهران في المنطقة.
وعليه، فإن أي اتفاق أميركي – إيراني محتمل يبقى مرتبطاً بمدى قدرة الأطراف على تحقيق توازن بين المتطلبات الأمنية، والضمانات النووية، وحسابات النفوذ الإقليمي، وسط ترقب دولي لمعرفة ما إذا كان هذا المسار سيؤدي إلى استقرار طويل الأمد أو سيكون مجرد مرحلة مؤقتة في مسار الصراع.

Political sources and observers indicate that the understanding being discussed between the United States and the Islamic Republic of Iran remains within the framework of negotiations and draft terms under consideration. It has not yet reached the stage of a comprehensive and final agreement announced in all its details.
According to available information, the understanding focuses on several key issues, most notably the nuclear file. Discussions are underway regarding mechanisms to ensure that the Iranian nuclear program does not lead to the production of nuclear weapons. This includes discussions on restrictions related to uranium enrichment levels and stockpile size, with some technical details remaining to be addressed in subsequent stages of negotiation.
On the economic front, discussions revolve around the possibility of easing or suspending some sanctions, particularly those related to the energy and oil sectors, in addition to addressing the issue of frozen Iranian funds through arrangements to be agreed upon by the parties. At the regional level, any potential understanding hinges on efforts to de-escalate tensions, including ensuring the stability of navigation in the Strait of Hormuz, while points of contention persist regarding Iran’s regional role and the nature of its future commitments.
As for the Israeli position, interpretations of the implications of any agreement vary according to security interests and calculations. On the one hand, Israel might view any agreement that limits Iran’s nuclear capabilities and prevents it from acquiring nuclear weapons as a significant security gain. Furthermore, reducing the likelihood of a wider confrontation in the region could align with some Israeli security considerations.
On the other hand, Israel might express reservations if the agreement merely lifts economic pressure on Iran without addressing other issues it considers fundamental, such as missile capabilities, regional influence, and Tehran’s allied networks in the region. Therefore, any potential US-Iranian agreement remains contingent on the parties’ ability to balance security requirements, nuclear safeguards, and regional influence calculations, amidst international anticipation to see whether this path will lead to long-term stability or merely be a temporary phase in the conflict.
