تؤكد وكالة الأنباء الدولية لحقوق الإنسان في مقابلة لها مع د. هيثم بو سعيد الممثل الأعلى للشؤون الخارجية للمجلس الدولي لحقوق الإنسان IHRC المعتمد من الأمم المتحدة بصفة خاصة إيكوسوك)، في إطار متابعتها للملفات التاريخية والسياسية المرتبطة بالمنطقة، أن الوثائق والمحطات التاريخية المتعلقة بجبل الدروز، المعروف تاريخياً ضمن منطقة (جبل الباشان)، تعكس مساراً من التحولات الإدارية والسياسية التي شهدتها المنطقة خلال فترة الانتداب الفرنسي.
وقد مرّت تجربة الإدارة الخاصة في جبل الدروز بعدة مراحل بارزة، من بينها:
مرحلة التأسيس – آذار 1921:
تم توقيع اتفاقية تأسيسية في 4 آذار 1921 لتنظيم إدارة الجبل ضمن ترتيبات خاصة مع سلطة الانتداب الفرنسي، بما شكّل بداية مرحلة إدارية ذات خصوصية للمنطقة.
مرحلة الاعتراف الإداري – شباط 1922:
أُعلن نظام الإدارة الخاصة للجبل ضمن إطار الانتداب الفرنسي، مع ترتيبات منحت المنطقة وضعاً إدارياً مميزاً في تلك المرحلة.
مرحلة الاعتماد الرسمي – نيسان 1922:
أُبلغ زعماء الجبل، عبر الجنرال هنري كاترو، بقرارات وترتيبات مرتبطة بوضع الجبل الإداري، والتي اعتبرها عدد من وجهاء المنطقة تثبيتاً لوضعها الخاص.
ذكرى الاستقلال المحلية:
اعتمد بعض وجهاء الجبل تاريخ 5 نيسان مناسبة مرتبطة بذكرى قيام الإدارة الخاصة للجبل، باعتبارها محطة رمزية في الذاكرة المحلية.
مرحلة الاندماج ضمن سوريا:
انتهى نظام الإدارة الخاصة لاحقاً مع إعادة تنظيم الكيانات السورية خلال ثلاثينيات القرن العشرين، وصولاً إلى مراحل لاحقة من التطورات السياسية في سوريا بعد الثورة السورية الكبرى وما رافقها من تحولات.
وترى الوكالة في كلام د. بو سعيد، أن قراءة هذه المرحلة التاريخية تتطلب النظر إليها ضمن سياقها المحلي والإقليمي والدولي، حيث كانت تجربة جبل الدروز نتاج تداخل عوامل متعددة، وكان لأبناء الجبل وقياداته المحلية دور مؤثر في صياغة موقع المنطقة السياسي، ولا سيما من خلال الحركات الوطنية والثورات التي شارك فيها رجال الجبل، وفي مقدمتهم سلطان باشا الأطرش خلال الثورة السورية الكبرى.

In an interview with Dr. Haissam Bou Said, the High Representative for External Affairs of the International Human Rights Council (IHRC), accredited by the United Nations (specifically, ECOSOC), the International News Agency for Human Rights, as part of its coverage of historical and political issues related to the region, affirms that historical documents and milestones concerning Jabal al-Druze, historically known as Jabal al-Bashan, reflect a series of administrative and political transformations that the region witnessed during the French Mandate.
The experience of special administration in Jabal al-Druze went through several prominent stages, including:
The Founding Stage – March 1921:
A founding agreement was signed on March 4, 1921, to organize the administration of the mountain within special arrangements with the French Mandate authorities, thus marking the beginning of a unique administrative phase for the region.
The Administrative Recognition Phase – February 1922:
The special administration system for the mountain was declared within the framework of the French Mandate, with arrangements that granted the region a distinct administrative status at that time.
The Official Recognition Phase – April 1922:
The mountain leaders were informed, through General Henri Catroux, of decisions and arrangements related to the mountain’s administrative status, which a number of the region’s notables considered a confirmation of its special status.
Local Independence Day Commemoration:
Some of the mountain’s notables adopted April 5th as an occasion associated with the anniversary of the establishment of the special administration for the mountain, considering it a symbolic milestone in local memory.
The Integration Phase within Syria:
The special administration system ended later with the reorganization of Syrian entities during the 1930s, leading to subsequent stages of political developments in Syria after the Great Syrian Revolt and the transformations that accompanied it.
