
Dr. Haissam Bou-Said: Sovereignty, Justice and Stability Must Begin Within Every State Before Addressing Others
الدكتور هيثم بو سعيد: الأولوية يجب أن تكون لترسيخ السيادة والعدالة داخل كل دولة قبل التدخل في شؤون الآخرين
رأى الممثل الأعلى للشؤون الخارجية للمجلس الدولي لحقوق الإنسان IHRC المعتمد لدى الأمم المتحدة بصفة خاصة إيكوسوك ورئيس بعثته إلى جنيف الدكتور هيثم بو سعيد، في تصريح لمدير وكالة الأنباء الدولية لحقوق الإنسان في القاهرة محمد طعيمة ، أن الأولوية في المرحلة الراهنة يجب أن تكون لبسط مفهوم السيادة والاستقرار والعدالة داخل كل دولة، قبل توجيه الاتهامات أو الانشغال بملفات الدول الأخرى.
وأشار الدكتور بو سعيد إلى أن من يرفعون شعارات الدفاع عن السيادة في لبنان، “من الأجدى بهم أن يثبتوا أولاً قدرتهم على معالجة التحديات داخل مناطقهم، حيث ما زالت توجد تعقيدات أمنية وتداخلات عسكرية ووجود أطراف متعددة، قبل الحديث عن فرض رؤى أو سياسات على الآخرين”.
وأضاف أن بناء الدول لا يكون عبر الإقصاء أو العنف، بل من خلال “إرساء عدالة متوازنة تقوم على احترام جميع المكونات الاجتماعية والوطنية، بعيداً عن أي خطاب يؤدي إلى الانقسام أو استهداف جماعة دون أخرى”، متسائلاً عن مفهوم العدالة إذا لم يكن قائماً على حماية الإنسان وكرامته.
وفي حديثه عن الوضع في دمشق، اعتبر الدكتور بو سعيد أن الإدارة المؤقتة هناك مطالبة بمراجعة مقارباتها السياسية والفكرية بما ينسجم مع المعايير الإنسانية والأخلاقية الحديثة، مؤكداً أن إدارة المجتمعات لا يمكن أن تقوم على فرض رؤى أحادية أو ممارسات تتعارض مع مبادئ حقوق الإنسان.
وشدد على أن المرحلة الحالية تحتاج إلى خطاب يرسّخ السلام، والتعايش، واحترام التنوع، وأن أي مشروع سياسي يفقد بُعده الإنساني والأخلاقي لن يكون قادراً على تحقيق الاستقرار أو بناء مستقبل آمن للشعوب.
The High Representative for External Affairs of the International Human Rights Council (IHRC), accredited with Special Consultative Status with the United Nations Economic and Social Council (ECOSOC), and Head of its Mission to Geneva, Dr. Haissam Bou-Said, stated to the International News Agency for Human Rights Director to Egypt Mohamed Teama, that the priority at this stage should be strengthening sovereignty, stability, and justice within every state before engaging in accusations or focusing on the affairs of other countries.
Dr. Bou-Said stressed that those who raise the issue of protecting sovereignty in Lebanon should first demonstrate their ability to address the complex security and political challenges within their own territories, where multiple armed actors, foreign elements, and complicated realities remain present, before attempting to impose visions or policies on others.
He added that state-building cannot be achieved through exclusion or violence, but rather through establishing balanced justice based on respect for all social and national components, away from any discourse that fuels division or targets specific groups.
Dr. Bou-Said questioned the meaning of justice if it does not begin with protecting human dignity, rights, and equality among all citizens.
Regarding the situation in Damascus, Dr. Bou-Said stated that the interim administration there must reassess its political and ideological approaches in accordance with modern humanitarian and ethical standards, emphasizing that governance cannot be based on unilateral visions or practices that contradict the principles of human rights.
He affirmed that the current phase requires a discourse that promotes peace, coexistence, and respect for diversity, stressing that any political project lacking a genuine humanitarian and ethical dimension will not be able to achieve sustainable stability or build a secure future for societies.
