Bou-Said: Barrel Bombs Return to Syria’s Skies… Civilians Face a Scene Repeated from the Former Regime

أكد الممثل الأعلى للشؤون الخارجية للمجلس الدولي لحقوق الإنسان (IHRC)، المعتمد لدى الأمم المتحدة بصفة خاصة في إطار المجلس الاقتصادي والاجتماعي (ECOSOC)، ورئيس بعثته إلى جنيف، الدكتور هيثم بو سعيد، أن التطورات الميدانية في الساحل السوري تثير مخاوف جدية بشأن سلامة المدنيين.
وأشار د. بو سعيد إلى أن المعارضة، بحسب ما يظهر في المستند المرئي المتداول، تستخدم براميل وقاذفات يتم إسقاطها باتجاه مناطق مأهولة بالسكان، موضحاً أن المعطيات المتاحة تشير إلى أن هذه العمليات وقعت في مناطق من الساحل السوري.
واعتبر أن هذه الوقائع، في حال ثبوتها، تستوجب التحقق المستقل وفتح تحقيقات جدية لتحديد المسؤوليات، مؤكداً أن استهداف المدنيين، أياً كان الطرف المسؤول عنه، يمثل تطوراً بالغ الخطورة ولا يمكن تبريره بالاعتبارات السياسية أو العسكرية.
وقال بو سعيد إن الادعاءات والانتهاكات التي سبق التحذير منها لا تزال مستمرة، وإن كانت تظهر اليوم من جانب أو في سياقات مختلفة، معتبراً أن استمرار استخدام الأسلحة الثقيلة أو الوسائل العشوائية في المناطق المدنية يشكل تهديداً مباشراً للسكان، وقد يمثل، إذا ثبت، انتهاكاً خطيراً لقواعد القانون الدولي الإنساني.
وفي المقابل، حذر د. بو سعيد من خطورة وجود جهات في مواقع السلطة، بحسب توصيفه، مرتبطة بفكر إجرامي وإرهابي يفتقر إلى الردع الأخلاقي والإنساني، مشدداً على أن تولي السلطة لا يمنح أي جهة حصانة من المساءلة عن الانتهاكات المرتكبة بحق المدنيين.
وأضاف أن المسؤولية عن حماية المدنيين تقع على عاتق جميع الأطراف، وأن أي جهة تحمل السلاح أو تمارس سلطة فعلية على الأرض مطالبة باحترام قواعد القانون الدولي الإنساني ومبادئ حقوق الإنسان.
وختم بو سعيد بالتأكيد على أن المجتمع الدولي مطالب بالتعامل مع جميع الانتهاكات بمعيار واحد ومن دون ازدواجية، وفتح مسار جدي للتحقق من الوقائع ومحاسبة كل من تثبت مسؤوليته عن استهداف المدنيين، أياً كان موقعه أو الجهة التي ينتمي إليها، لأن حماية الإنسان يجب أن تبقى فوق كل اعتبار سياسي أو عسكري.
Dr. Haissam Bou-Said, High Representative for External Affairs of the International Human Rights Council (IHRC), holding Special Consultative Status with the United Nations Economic and Social Council (ECOSOC), and Head of its Mission to Geneva, expressed serious concern over the ongoing developments in Syria’s coastal region and their impact on civilians.
Dr. Bou-Said stated that, according to the visual material currently in circulation, opposition forces are allegedly using barrel bombs and launchers that are being directed toward populated areas. He noted that the available material reportedly indicates that such operations took place in parts of Syria’s coastal region.
He stressed that, if verified, such incidents would require independent verification and serious investigations to establish responsibility. The targeting of civilians, regardless of the party responsible, constitutes a grave development and cannot be justified by political or military considerations.
Bou-Said noted that the allegations and violations previously raised appear to be continuing, although they may now be occurring from different sides or in different contexts. He warned that the continued use of heavy weapons or indiscriminate means in civilian areas poses a direct threat to the population and, if established, could constitute serious violations of international humanitarian law.
At the same time, Dr. Bou-Said warned of the danger posed by actors holding positions of authority who, in his assessment, are associated with a criminal and terrorist ideology lacking meaningful moral and humanitarian restraint. He stressed that holding political or administrative power cannot provide immunity from accountability for violations committed against civilians.
He further emphasized that the responsibility to protect civilians is shared by all parties. Any armed group or authority exercising effective control over territory must respect international humanitarian law and fundamental human rights principles.
Dr. Bou-Said concluded by calling on the international community to address all alleged violations according to the same standards and without double standards, while establishing a credible process for verifying the facts and holding accountable anyone proven responsible for attacks against civilians, regardless of their position or affiliation.
