‎أكد الممثل الأعلى للشؤون الخارجية للمجلس الدولي لحقوق الإنسان IHRC المعتمد لدى الأمم المتحدة بصفة خاصة لدى المجلس الاقتصادي والاجتماعي (ECOSOC)، ورئيس بعثته إلى جنيف، الدكتور هيثم بو سعيد، أن مقاربة الوضع القائم بين الولايات المتحدة الأميركية وإيران، في ظل وجود هدنة مشروطة بمدى الرضوخ أو عدمه، تجعل تداعيات الأزمة تتجاوز حدود الطرفين لتطال المنطقة والعالم بأسره.

‎وأوضح بو سعيد أن المشهد الحالي لا يزال محكوماً بحسابات سياسية وعسكرية ودبلوماسية مفتوحة، إذ إن أوراق الفريقين لم تصل بعد إلى خواتيم الأزمة، ولم تتبلور بصورة نهائية ملامح التسوية أو اتجاه التصعيد. واعتبر أن غياب الخيط الفاصل بين التسوية والتصعيد يجعل المرحلة الراهنة شديدة الضبابية، خصوصاً في ظل استمرار الضغوط المتبادلة وعدم حسم الملفات الأساسية التي تشكل جوهر الخلاف بين واشنطن وطهران.

‎وأشار إلى أن أي هدنة لا تستند إلى تفاهمات واضحة وقابلة للاستمرار قد تبقى مجرد حالة مؤقتة قابلة للانتكاس، فيما أن استمرار لعبة شدّ الحبال قد يدفع الأطراف إلى إعادة ترتيب أوراقها على المستوى الإقليمي والدولي، بما ينعكس على ملفات أمنية وسياسية واقتصادية تتجاوز نطاق المنطقة.

‎ولفت بو سعيد إلى أن الاحتمالات تبدو متقاربة بين مسارين: إما الوصول إلى تسوية شاملة تعيد ضبط قواعد الاشتباك وتفتح الباب أمام تفاهمات أوسع، أو الانزلاق نحو ما وصفه بـ«الفوضى الخلاقة»، حيث تتداخل الحسابات الدولية والإقليمية وتصبح ساحات عدة عرضة لتداعيات الأزمة.

‎وختم الدكتور بو سعيد في مداخلة مع وكالة الأنباء الدولية لحقوق الإنسان، بالقول إن «في الحالتين، هناك من أتباع هذا الفريق أو ذاك من سيدفع أثماناً باهظة»، معرباً عن أمله في ألا تكون هذه الأثمان على حساب المدنيين، وأن تبقى حماية السكان وحقوقهم الأساسية خارج دائرة التجاذبات السياسية والعسكرية، لأن أي تسوية لا تضع الاعتبارات الإنسانية في صلبها لن تكون سوى تأجيل لأزمة جديدة.

Dr. Haitham Bou-Said, the High Representative for Foreign Affairs of the International Human Rights Council (IHRC), accredited to the United Nations, particularly to the Economic and Social Council (ECOSOC), and head of its mission to Geneva, affirmed that the current situation between the United States and Iran, with its truce contingent on the degree of compliance or non-compliance, means that the repercussions of the crisis extend beyond the two parties to affect the entire region and the world.

Bou-Said explained that the current situation remains governed by open political, military, and diplomatic calculations, as the two sides have not yet reached the conclusion of the crisis, and the outlines of a settlement or a path toward escalation have not yet been definitively established. He argued that the lack of a clear line between settlement and escalation makes the current phase extremely ambiguous, especially given the continued mutual pressure and the unresolved core issues at the heart of the dispute between Washington and Tehran.

He pointed out that any truce not based on clear and sustainable understandings may remain merely a temporary and potentially reversible arrangement, while the ongoing tug-of-war could push the parties to reassess their positions at the regional and international levels, impacting security, political, and economic issues that extend beyond the region.

Bou Said noted that the possibilities appear to be converging between two paths: either reaching a comprehensive settlement that resets the rules of engagement and opens the door to broader understandings, or sliding into what he described as “creative chaos,” where international and regional calculations become intertwined and multiple arenas become vulnerable to the repercussions of the crisis. Dr. Bou Said concluded his remarks to the International Human Rights News Agency by saying, “In both cases, there will be followers of one side or the other who will pay a heavy price.” He expressed his hope that this price would not be borne by civilians, and that the protection of the population and their fundamental rights would remain outside the realm of political and military conflicts, because any settlement that does not place humanitarian considerations at its core will only postpone a new crisis.

Dr. Bou Said concluded his remarks by saying, “In both cases, there will be followers of one side or the other who will pay a heavy price.”
