
اعتبر الممثل الأعلى للشؤون الخارجية للمجلس الدولي لحقوق الإنسان (IHRC)، المعتمد لدى الأمم المتحدة بصفة خاصة لدى المجلس الاقتصادي والاجتماعي (ECOSOC)، ورئيس بعثته إلى جنيف، الدكتور هيثم بو سعيد، أن ما شهدته سوريا خلال عهدَي السلطة السابقة والسلطة الحالية يمثل واحداً من أبشع أنماط الانتهاكات الجماعية التي عرفها التاريخ المعاصر، مؤكداً أن حجم الجرائم والانتهاكات التي طالت المدنيين يستوجب تعاطياً دولياً استثنائياً يرتكز على العدالة والمساءلة وعدم الإفلات من العقاب.
وأوضح د. بو سعيد، في مداخلة مع وكالة الأنباء الدولية لحقوق الإنسان، بحضور مدير الوكالة في مصر محمد طعيمة، أن العالم تابع خلال السنوات الماضية، ولا سيما خلال الأشهر الأخيرة، مشاهد دامية وانتهاكات خطيرة طالت المدنيين في مناطق مختلفة من سوريا، الأمر الذي دفع أعداداً كبيرة من السوريين إلى الهجرة والنزوح، فيما بقي آخرون في مناطق شهدت أحداثاً بالغة القسوة، طالت مختلف المكونات والطوائف الموجودة على الأرض.
وأضاف أن الذاكرة قد تتراجع أمام تعاقب الأحداث، إلا أن التطورات الدامية التي شهدتها سوريا خلال الأشهر السابقة أعادت إلى الواجهة ملفات الانتهاكات السابقة، في مشهد يرى أنه يتقاطع في بعض مظاهره مع ما سبق، معتبراً أن بعض الممارسات المنسوبة إلى السلطة الحالية اتخذت أشكالاً شديدة الوحشية، بما في ذلك عمليات قتل وتمثيل بالجثث وانتهاكات جسدية خطيرة بحق الضحايا.
وشدد د. بو سعيد على أن معيار حقوق الإنسان يجب أن يكون واحداً في جميع الحالات، بصرف النظر عن هوية الضحية أو الجهة المسؤولة عن الانتهاك، مؤكداً أن حماية المدنيين ومحاسبة مرتكبي الجرائم يجب ألا تخضع للاعتبارات السياسية أو الاصطفافات الدولية.
وطالب المجتمع الدولي بالتحرك العاجل لوقف الانتهاكات وحماية المدنيين، وفتح تحقيقات مستقلة وشفافة بشأن الجرائم المرتكبة، وضمان وصول آليات العدالة الدولية إلى جميع الملفات دون استثناء، مؤكداً أن ما جرى في سوريا يستوجب مستوى من الاهتمام الدولي يتناسب مع حجم المعاناة الإنسانية، وأن أي مقاربة للعدالة يجب أن تضع الضحايا وحقوقهم في صدارة الأولويات.
وختم د. بو سعيد بالقول إن العدالة الدولية لا يمكن أن تكون انتقائية، وإن إنصاف الضحايا يتطلب تطبيق المعايير القانونية والحقوقية ذاتها على جميع مرتكبي الانتهاكات، أياً كانت مواقعهم أو الجهات التي ينتمون إليها، بما يضمن الحقيقة والمحاسبة وجبر الضرر ومنع تكرار هذه الجرائم.
Dr. Haissam Bou-Said, High Representative for External Affairs of the International Human Rights Council (IHRC), holding Special Consultative Status with the United Nations Economic and Social Council (ECOSOC), and Head of its Mission to Geneva, stated that what Syria has witnessed under both the former and current authorities constitutes one of the most horrific patterns of mass violations in modern history.
Dr. Bou-Said stressed that the world has witnessed, on the ground, grave and systematic violations against civilians across different parts of Syria. These developments have forced large numbers of Syrians to flee and seek refuge wherever possible, while many others remained in areas that have witnessed extreme violence, killings, and abuses affecting civilians and various communities and religious groups present throughout the country.
Speaking during an intervention with the International News Agency for Human Rights (INHR), in the presence of the Agency’s Director in Egypt, Mohamed Taima, Dr. Bou-Said said that people may have forgotten or become less attentive to some of the atrocities committed in the past. However, the bloody events of recent months have brought those memories back to the forefront and, in his assessment, revealed disturbing parallels with earlier patterns of violence.
He further noted that some of the alleged abuses attributed to the current authorities have taken exceptionally brutal forms, including killings, beheadings, mutilation of bodies, and other grave forms of physical abuse against victims.
Dr. Bou-Said emphasized that the human rights standard must be universal and consistent, regardless of the identity of the victims, the perpetrators, or the political circumstances surrounding the violations. The protection of civilians and accountability for grave crimes, he stressed, must never be subject to political considerations or international alignments.
He called on the international community to act urgently to stop ongoing violations, protect civilians, and establish independent and transparent investigations into alleged crimes. He further called for international justice mechanisms to address all relevant cases without exception, stressing that the scale of the suffering endured by the Syrian people requires a level of international attention commensurate with the gravity of the situation.
Dr. Bou-Said also stressed that the international community should draw lessons from the international response to the Holocaust and other major crimes against humanity, particularly with regard to accountability, documentation, remembrance, and the prevention of recurrence. He underlined, however, that international justice must be based on universal legal standards and applied consistently to all victims and perpetrators.
He concluded by stating that international justice cannot be selective, and that achieving justice for the victims requires the same legal and human rights standards to be applied to all those responsible for serious violations, regardless of their position or affiliation, in order to establish truth, ensure accountability, provide redress to victims, and prevent the recurrence of such atrocities.
