أكد الممثل المقيم لبرنامجِ الأمم المتحدة الإنمائي في العراق، تيتون ميترا، اليوم الثلاثاء، أن العراق هو البلد الأول في المنطقة بربط مكافحة الفساد بالعمل المناخي.
وقال ميترا، في مؤتمر (مبادرات تعزيز التحكيم ومكافحة الفساد من أجل العدالة البيئية) وحضره مراسل وكالة الأنباء العراقية (واع): “نهنئ هيئة النزاهةِ الاتحادية على التزامها بالمهام الموكلة إليها وتحقيق النتائج المرجوّة في مكافحة الفساد”، موضحاً، أن “المرحلة الأولى تحققت وتم تنفيذها كما خُطّط لها في مجال مكافحة الفساد، مشيراً إلى، أنه “علينا جميعاً الاتفاق على أن هذا الجهد سيكون ضمن المرحلة الثانية لمكافحة الفساد”.
وأضاف، أن “تحقيق التقدم بـ14 نقطة في مؤشر الشفافية في مجالات مختلفة يُعد إنجازاً كبيراً، ويجب علينا المضيّ في هذا العمل لزيادة هذا الرقم”.
وأثنى ميترا على “جهود الحكومة العراقية في ما يتعلق بالربط بين الآليات المستخدمة في مكافحة الفساد والقضايا الأخرى ذات الصلة بآثار التغير المناخي”.
وأشار إلى، أن “العراق يُعد الدولة الأولى في المنطقة التي تمكنت من الربط بين آليات مكافحة الفساد والعمل المناخي”، مبيناً، أن “هذه الخطوة تؤثر في جميع جوانب الحياة في العراق؛ لأن حياة الناس تتأثر بهذه الآليات”.
وبين، “نحن جميعاً نصبو إلى تحقيق نمو اقتصادي وتطور وتنمية، ولكن لا ينبغي أن يحدث ذلك على حساب التغير المناخي”.
وأعرب ميترا عن “شكره لبعثة الاتحاد الأوروبي على الجهود التي قدمتها والدعم المقدم من الاتحاد الأوروبي، مؤكداً أنه لولا هذا الدعم لما تمكنا من الوصول إلى ما تحقق في المرحلة الأولى، وأن وجودهم معنا في المضي قدماً نحو المرحلة الثانية سيكون دائماً لتحقيق الأهداف”.
عُقد اليوم اجتماع عبر تطبيق Zoom جمع بين الدكتورة كاثي أثناسيايدس، رئيسة لجنة إشراك المرأة والرجل في المفوضية الدولية لحقوق الإنسان (IHRC) في لبنان، والأب نصر، رئيس الأمانة العامة للمدارس الكاثوليكية، إلى جانب مديري 154 مدرسة كاثوليكية من مختلف المناطق اللبنانية. وخلال الاجتماع، قدّمت الدكتورة أثناسيايدس عرضًا تفصيليًا حول المؤتمر المقبل لـ نموذج الأمم المتحدة (MUN)، موضحةً أهدافه التعليمية والتربوية ودوره في تعزيز مهارات الحوار، والدبلوماسية، والمشاركة المدنية لدى الطلاب. كما تمّت الإجابة عن جميع استفسارات وأسئلة مديري المدارس المتعلقة بالمشاركة والتنظيم والآليات اللوجستية. من جهته، أكّد الأب نصر على أهمية مشاركة المدارس الكاثوليكية في لبنان في هذا الحدث الدولي المهم، مشددًا على ضرورة تفعيل دور الإدارات المدرسية في تشجيع الطلاب على الانخراط في المؤتمر والاستفادة من التجربة الغنية التي يقدّمها. وأشار إلى أنّ المشاركة في نموذج الأمم المتحدة تشكل فرصة لتعزيز الوعي الحقوقي والإنساني لدى الطلاب، وتطوير قدراتهم في التفكير النقدي والقيادة. وفي ختام الاجتماع، تمّ الاتفاق على إرسال تذكير رسمي إلى جميع المدارس، يتضمّن المنشور التعريفي للمؤتمر واستمارات التسجيل، وذلك لضمان تسهيل عملية مشاركة المدارس في الوقت المحدد. A Zoom meeting was held today between Dr. Cathy Athanasiades, Head of the Women and Men Engagement Committee of the International Human Rights Commission (IHRC) in Lebanon, and Père Nasr, Head of the Secrétariat Général des Écoles Catholiques, with the participation of the directors of 154 Catholic schools across Lebanon. During the meeting, Dr. Athanasiades presented a detailed overview of the upcoming Model United Nations (MUN) Conference, outlining its educational goals and its role in strengthening students’ skills in dialogue, diplomacy, critical thinking, and civic engagement. All questions and inquiries raised by the school directors regarding participation, organization, and logistical procedures were thoroughly addressed. For his part, Père Nasr emphasized the importance of the participation of Catholic schools in Lebanon in this significant international event, encouraging school administrators to actively promote the conference and motivate students to take part. He highlighted that participation in the MUN represents an important opportunity to enhance students’ awareness of human rights and global issues while developing leadership and communication skills. At the conclusion of the meeting, it was agreed that an official follow-up reminder—including the conference brochure and registration forms—would be circulated to all schools to ensure timely and smooth participation.

Dr. Bou-Said Urges Damascus to Uphold International Commitments and Implement Agreed Measures Without Delay بو سعيد يدعو دمشق إلى الالتزام الفوري بتعهداتها الدولية دون أي تأخير
جنيف – 15 تشرين الثاني 2025 Geneva – 15 November 2025 دعا الممثل الأعلى للشؤون الخارجية في المجلس الدولي لحقوق الإنسان، والمعتمد لدى الأمم المتحدة بصفة خاصة (إيكوسوك) ورئيس بعثة المجلس إلى جنيف، الدكتور هيثم بو سعيد، السلطات السورية إلى التنفيذ الكامل والفوري للالتزامات الدولية التي وقّعت عليها مؤخراً، محذراً من أن أي تلكؤ سيقوّض الضمانات الدولية المقدمة لسوريا. اقتباس مباشر: “أي خلل ستكون نتائجه خطيرة وغير إنسانية” وفي تصريح حازم، قال الدكتور بو سعيد:
“إن أي إخلال بتنفيذ هذه الالتزامات سيقوّض مجمل الضمانات الدولية تجاه سوريا، وستكون نتائجه خطيرة وغير إنسانية، وستتحمل دمشق كامل المسؤولية عنها.”
وأكد أن المجتمع الدولي ينتظر خطوات عملية وملموسة، وليس إجراءات رمزية أو وعوداً غير قابلة للقياس. دعوة إلى تحرك عاجل ومسؤول وحث الدكتور بو سعيد السلطات السورية على احترام تعهداتها وفق القانون الدولي، والتعاون الكامل مع الآليات الأممية لضمان الشفافية والمساءلة. وختم المجلس الدولي لحقوق الإنسان بيانه بالتأكيد على استعداده لرصد الوضع، وتوثيق الانتهاكات، ودعم الجهود الرامية إلى حماية حقوق الإنسان وتعزيز الاستقرار في المنطقة. The High Representative for External Affairs of the International Human Rights Council, specially accredited to the United Nations (ECOSOC) and Head of its Mission to Geneva, Dr. Haissam Bou-Said, expressed his hope that the authorities in Damascus will fully adhere to the international agreements and the five core commitments recently undertaken, stressing the importance of their swift and effective implementation in line with international expectations. Dr. Bou-Said emphasized that these commitments represent essential pillars for restoring stability and meeting the obligations owed to the international community. Dr. Bou-Said further warned that any failure or breach in implementing these commitments on the ground would undermine existing international guarantees toward Syria, noting that the repercussions would be severe, destabilizing, and inhumane, and that Damascus would bear full responsibility for the consequences. He concluded by urging all relevant authorities to act responsibly and in accordance with international law, reaffirming the Council’s readiness to monitor, report, and support all efforts aimed at ensuring human rights and long-term stability.
Nomination of Mr. Mukasa Rashid to Establish the INHR–IHRC Chapter in the Republic of Uganda ترشيح السيد موكاسا رشيد لتأسيس فرع الوكالة الدولية للأخبار وحقوق الإنسان (INHR–IHRC) في جمهورية أوغندا The Media Officer, Mr. Mohamed Teama, on behalf of H.E. Dr. Haissam Bou-Said, High Representative for External Affairs and Chief Representative to the United Nations Office in Geneva accredited with UN ECOSOC Special Status, announced the nomination of Mr. Mukasa Rashid to establish and lead the Chapter of the International News Human Rights Agency (INHR–IHRC) in the Republic of Uganda. Mr. Rashid, a prominent human rights activist, will proceed—following the approval of the headquarters—to form a team of 22 members who will join and contribute to the various working groups and committees of the organization within the country. أفادت تقارير أن الاتحاد الأوروبي يخطط لتعليق منح تأشيرات شنغن متعددة الدخول لجميع لمواطني دولة دخلت في نزاع جيوإستراتيجي من الاتحاد الأوروبي تقريبا بحلول الأسبوع المقبل، وذلك وفقا لما ذكرته بوليتيكو نقلا عن ثلاثة مسؤولين في الاتحاد الأوروبي مطلعين على المحادثات الجارية. وبناءً على ذلك، من المتوقع أن يحصل المتقدمون الروس عموما على تأشيرات دخول لمرة واحدة – مع احتمال وجود استثناءات محدودة لأسباب إنسانية. ماذا عن مزدوجي الجنسية؟ لن يتأثر الروس ذوو الجنسية المزدوجة الذين يحملون أيضا جنسية الاتحاد الأوروبي. يمثل هذا التقييد المقترح خطوة أخرى نحو الحد من حركة الروس في جميع أنحاء الاتحاد الأوروبي ردا على عدوان روسيا المستمر على أوكرانيا. بالإضافة إلى ذلك، يستند هذا التقييد إلى قرار الاتحاد الأوروبي في سبتمبر 2022 بتعليق اتفاقية تسهيل التأشيرات مع روسيا، والتي زادت من صعوبة وتكلفة حصول المواطنين الروس على تأشيرة. قيود السفر على المواطنين الروس على الرغم من عدم نشر أي تفاصيل رسمية بشأن تفاصيل كيفية تطبيق اللوائح الجديدة، فمن المرجح إلغاء الأحكام الحالية التي تسمح بتأشيرات دخول متعددة للمواطنين الروس. لذلك، لن يتمتع المواطنون الروس بحرية تنقل غير محدودة في جميع أنحاء منطقة شنغن لفترات طويلة. مقالات ذات صلة

Amid record heat and worsening climate impacts on people’s lives, 2025 is a turning point for global climate action, as countries renew their climate commitments — known as Nationally Determined Contributions (NDCs) — under the international Paris Agreement. This process reveals whether global ambition to tackle climate change is rising fast enough to meet the crisis head on.
Over the past decade, the Paris Agreement has delivered meaningful progress. Prior to the agreement, the world was hurtling toward 4 degrees Celsius (7.2 degrees Fahrenheit) of warming by the end of the century. Ten years after the agreement’s adoption, the latest NDCs and current policies bring us closer to a 2.3-2.8 degrees C (4.1-5.0 degrees F) trajectory — modestly better than the previously projected 2.6-3.1 degrees C (4.7-5.6 degrees F) path.
Yet even with this shift, we remain far above the 1.5 degrees C (2.7 degrees F) guardrail set by the Paris Agreement that can prevent some of the most serious damage from a warming planet. And while some sectors are showing real momentum — including the renewable energy, transport and land-use action reflected in many countries’ NDCs — overall progress is still dangerously slow.
Every fraction of a degree of warming the planet avoids helps secure a safer, greener future. And the investment required to achieve this is far less than the costs of the alternative path, which would bring increased floods, wildfires, insecure food supplies and destroyed lives.
At the annual UN Climate Change Conference (COP30) in Belém, Brazil, nations must confront the gap between current climate pledges and what is needed to unlock a new economy that’s better for both people and the planet.
Here, we propose five key actions that countries can rally behind for a credible response:
Reaffirm 1.5 degrees C and commission a global roadmap for ambition and implementation.
Accelerate near-term sectoral action to deliver 2030 global goals.
Mobilize long-term strategies for equitable, resilient transitions to net zero.
Strengthen intergovernmental initiatives for greater impact.
Deliver a credible finance package to back ambitious climate goals.
With countries gathered under one roof, a clear political response will be needed that faces up to the shortfall in ambition and seizes the economic, social and other opportunities that assertive action can provide.
