د. بو سعيد: الإدارة المؤقتة في سوريا تحت المجه انتهاكات ممنهجة وتقويض صارخ للالتزامات الدولية
Dr. Bou-Said : Syria’s Interim Authority Under Scrutiny: Systematic Violations and a Blatant Undermining of International Commitments
أعرب الممثل الأعلى للشؤون الخارجية في المجلس الدولي لحقوق الإنسان، الدكتور هيثم بو سعيد، عن بالغ القلق إزاء التطورات الأخيرة في الجنوب السوري، معتبراً أن الإجراءات التي تتخذها سلطة الإدارة المؤقتة في دمشق تشكل انتهاكاً واضحاً للالتزامات الدولية، وتقويضاً للاتفاقيات والتفاهمات القائمة.
وأشار الدكتور بو سعيد إلى أن هذه التطورات ترسل إشارات سلبية إلى المجتمع الدولي، وتزيد من حدة التوتر، في وقت تتطلب فيه المرحلة التزاماً كاملاً بالمعايير القانونية الدولية واحترام حقوق الإنسان.
وفي مداخلة إعلامية مع مدير وكالة الأنباء الدولية لحقوق الإنسان في الجزائر، محمد آتشي، أكد أن الوضع العام في سوريا يثير مخاوف جدية، في ظل تقارير عن انتهاكات تطال الأقليات الدينية، بما في ذلك المسيحيين، إضافة إلى قيود واعتداءات على الأفراد في العاصمة.
وأضاف أن القوانين والإجراءات الأخيرة الصادرة عن الإدارة المؤقتة تثير تساؤلات عميقة بشأن مدى التزامها بالمعايير الدولية، مشيراً إلى أنها لا تنسجم مع المبادئ الأساسية لحقوق الإنسان.
ودعا الدكتور بو سعيد إلى الالتزام الكامل بالاتفاقيات الدولية لحقوق الإنسان، وقف كافة الانتهاكات بحق المدنيين والأقليات، ضمان الحريات الأساسية دون تمييز والانخراط في عملية سياسية شفافة وشاملة
كما حذّر من أن استمرار هذه السياسات قد يؤدي إلى تصعيد خطير، ويقوّض فرص الاستقرار، داعياً إلى تشكيل قيادة سياسية جديدة تتماشى مع المعايير الدولية وتستجيب لتطلعات الشعب السوري.
Dr. Haissam Bou-Said, High Representative for External Affairs at the International Human Rights Council (Organization Accredited with UN ECOSOC Special Status), expressed deep concern over the recent developments in southern Syria, stating that the actions undertaken by the interim authority in Damascus constitute a clear breach of international commitments and established agreements.
Dr. Bou-Said stressed that such actions send alarming signals to the international community and contribute to escalating tensions at a time when adherence to international legal standards is critically needed.
In remarks delivered during an online discussion with Algerian media figure Mohamed Atchi, he highlighted growing concerns regarding the overall situation in Syria, citing reports of violations targeting religious minorities, including Christians, as well as incidents affecting civilians in the capital.
He further noted that recently enacted measures and regulations by the interim authority raise serious questions about compliance with international human rights obligations, describing them as inconsistent with universally recognized standards.
Dr. Bou-Said called for Full compliance with international human rights instruments, Immediate cessation of violations against civilians and minorities, Protection of fundamental freedoms without discrimination and Engagement in an inclusive and transparent political process.
He warned that continued disregard for international commitments could lead to further instability and a renewed cycle of violence, ultimately undermining governance structures.
